     ดร.สุพักตร์ พิบูลย์ เป็นชาวนครศรีธรรมราช เรียนจบชั้นประถมศึกษาปีที่ 4 จากโรงเรียนบ้านห้วยปริก อำเภอฉวาง  จังหวัดนครศรีธรรมราช จบชั้นมัธยมศึกษาตอนต้นจากโรงเรียนโพธารามวิทยา ต.ปากจัง อ.พิปูน  และจบชั้นมัธยมศึกษาตอนสายวิทยาศาสตร์ จากโรงเรียนเบญจมราชุูทิศ นครศรีธรรมราช ในปีการศึกษา 2514   หลังจากนั้นเข้าศึกษาต่อระดับปริญญาตรีที่คณะศึกษาศาสตร์ มหาวิทยาลัยขอนแก่น วิชาเอกเอกคณิตศาสตร์และฟิสิกส์ สำเร็จการศึกษาในปี 2519

     1 ธันวาคม 2519 เริ่มบรรจุเข้าทำงานเป็นครูที่โรงเรียนบ้านไผ่ จังหวัดขอนแก่น โดยกำหนดเป้าหมายชีวิตว่าจะเป็นครู 3 ปี แล้วจะลาศึกษาต่อระดับปริญญาโท และจะกลับไปเป็นครูอีก 3 ปี แล้วจะลาศึกษาต่อในระดับปริญญาเอกอีกครั้งหนึ่ง เพื่อให้มีโอกาสจบปริญญาโทและเอก ในอายุ 26 ปี และ 32 ปี ตามลำดับ......ด้วยการอ่านหนังสือวันละ 50 หน้า อย่างสม่ำเสมอในช่วง 3 ปีแรกของการเป็นครู และทำงานหนัก อย่างต่อเนื่อง ทำให้เรียนได้สำเร็จตามอายุที่คาดหวังทั้งระดับปริญญาโท (จบปี 2526) และปริญญาเอก(จบปี 2532) ในสาขาการวัดและประเมินผลการศึกษา จากจุฬาลงกรณ์มหาวิทยาลัย "เป็นการดำเนินชีวิตด้วยกฏ 3 ข้อ คือ (1) อ่านหนังสือเยอะๆ (2) กำหนดเป้าหมายชีวิต ไม่อยู่แบบหลักลอย และ (3) ทำงานหนักเพื่อสู่เป้าหมายที่ต้องการ"

   Dr. Suphak Pibool is a native of Nakhon Si Thammarat. He graduated from the fourth grade of primary school at Ban Huai Prik School, Chawang District, the lower secondary school at Photharam Witthaya School, Pipun District, and finished upper secondary school in science at Benchamarachuthit School, Nakhon Si Thammarat in the academic year 1971. After that,  he continued his studies for a bachelor's degree at the Faculty of Education, Khon Kaen University, majoring in mathematics and physics. He graduated in 1976.

   On December 1, 1976, he began working as a teacher at Ban Phai School, Khon Kaen Province. He set a goal in life to be a teacher for 3 years, then take a leave to study for a master's degree and he will return to being a teacher for another 3 years, then take a leave to study for a doctorate again, to complete her master's and doctorate degrees at the ages of 26 and 32, respectively. By reading 50 pages of books a day consistently during the first 3 years of being a teacher and working hard continuously, he was able to complete his studies at the expected age, both at the master's degree level (graduated in 1983) and the doctorate level (graduated in 1989) in the field of educational measurement and evaluation, from Chulalongkorn University: "It is a three rules of livivg : (1) Read a lot of books, (2) Set life goals, don't live in uncertainty, and (3) Work hard to achieve your desired goals."
